MEXT Scholarship Guide: How to Apply for Japanese Government Funding

Step-by-step guide to the MEXT scholarship by the Japanese government: eligibility, application process, deadlines, benefits, and tips for research students and undergraduate applicants.

The MEXT (Ministry of Education, Culture, Sports, Science and Technology) scholarship is the Japanese government's flagship funding programme for international students. It covers full tuition, living expenses, and airfare for study at Japanese universities.

What Does the MEXT Scholarship Cover?

  • Full tuition fees at the host university
  • Monthly allowance: ¥143,000–¥148,000 (approx. $950–$1,000)
  • Round-trip airfare
  • Accommodation support
  • No Japanese language requirement for most programmes
  • Types of MEXT Scholarships

  • Research Student — for Master's, PhD, or graduate-level research (most common)
  • Undergraduate Student — for Bachelor's degree programmes
  • Japanese Studies Student — for intensive language and culture study
  • Teacher Training Student — for in-service teachers
  • Young Leaders Programme — for professional graduate degrees
  • Application Process

There are three main pathways to apply:

    Embassy Recommendation (Most Common)

    1. Contact the Japanese embassy or consulate in your home country

    2. Submit documents by the deadline (usually April–May)

    3. Pass the initial document screening

    4. Take written exams (Japanese/English and subject-specific)

    5. Attend an interview

    6. If selected, receive a Letter of Provisional Acceptance

    7. Final placement at a Japanese university

    University Recommendation

    1. Apply directly to a Japanese university that has a MEXT partnership

    2. The university nominates you to MEXT

    3. No embassy interview or exam required

    4. This route requires you to already have a supervisor's agreement

    Eligibility

  • Must be a citizen of a country that has diplomatic relations with Japan
  • Research students must be under 35 and hold a Bachelor's degree
  • Undergraduate applicants must be under 25 and have completed 12 years of education
  • Strong academic record (minimum 2.3 GPA on a 3.0 scale for most programmes)
  • Required Documents

  • Application form
  • Academic transcripts and degree certificates
  • Research proposal (for research students) — 800–1000 words
  • Letter of recommendation from your university
  • Abstract of thesis or published works (if any)
  • Passport copy
  • Medical certificate
  • Writing samples (for some programmes)
  • Tips for Success

  • Build a relationship with a Japanese professor before applying. A supervisor's willingness to host you is often decisive
  • Make your research proposal specific to Japanese research strengths in your field
  • Learn basic Japanese before departure. Even basic conversational skills help
  • Check the Japanese embassy website in your country — each embassy has slightly different procedures
  • The MEXT scholarship is one of the most comprehensive funding packages available anywhere. With full coverage from tuition to airfare, it makes studying in Japan accessible regardless of financial background.
