Fully Funded PhD Programs in the USA: How to Get a Full Funding Package

Guide to fully funded PhD programs in the United States: how PhD funding works (tuition waiver + stipend), what top universities offer, and how to apply for TA/RA positions and external fellowships.

The United States is home to some of the world's leading research universities, and most PhD programmes offer full funding packages to admitted students. Understanding how US PhD funding works is essential for international applicants.

How PhD Funding Works in the US

Unlike many countries where you apply for a scholarship separately, US universities typically make funding decisions as part of the admissions process. A standard funding package includes:

  • Full tuition waiver (tuition can exceed $50,000/year)
  • Monthly stipend of $2,000–$3,500
  • Health insurance coverage
  • Sometimes a relocation allowance
  • Types of Funding

    1. Teaching Assistantships (TA)

You assist a professor by teaching undergraduate sections, grading, or holding office hours. TA positions typically require 15–20 hours per week and are the most common form of PhD funding.

    2. Research Assistantships (RA)

You work on a professor's research project. RAs are common in STEM fields and often lead to faster degree completion since your research is integrated with your dissertation.

    3. Fellowships

Merit-based awards that do not require teaching or research duties. They are highly competitive and often reserved for top applicants. Examples include:

  • NSF Graduate Research Fellowship — $37,000/year stipend plus tuition for 3 years
  • NDSEG Fellowship — full tuition plus $40,000/year stipend
  • Ford Foundation Fellowship — for underrepresented groups
  • University-specific fellowships — many top universities have their own fellowships
  • 4. External Scholarships

  • Fulbright Program — for international students (covers tuition, living costs, and airfare)
  • AAUW International Fellowship — for women from outside the US
  • Joint Japan/World Bank Scholarship — for students from developing countries
  • Application Process

US PhD applications are centralised through systems like ApplyWeb or the university's own portal. You typically need:

  • GRE scores (increasingly optional at top programmes)
  • TOEFL or IELTS scores (required for non-native English speakers)
  • Statement of purpose (1–2 pages)
  • CV or résumé
  • Three letters of recommendation
  • Academic transcripts (WES evaluation if outside the US)
  • Writing sample (for humanities and social sciences)
  • Timeline

  • August–October: Research programmes and contact potential advisors
  • October–December: Submit applications (most deadlines are December 1 or January 1)
  • January–March: Interviews (some programmes)
  • March–April: Admission decisions and funding offers
  • April 15: Common deadline to accept or decline offers
  • Tips for International Applicants

  • Contact professors before applying. An email expressing genuine interest in their research can make a difference
  • Your statement of purpose should be specific: name the professors you want to work with and explain why
  • Most PhD programmes provide full funding to all admitted PhD students, so focus on getting admitted
  • Apply to a mix of reach, target, and safety programmes
  • Some universities offer application fee waivers for international students from developing countries
  • US PhD funding is among the most generous in the world. While the application process is rigorous, a full funding package that covers all costs for 5–6 years is standard at research universities.
